Pakistan Council for Science and Technology (PCST); an autonomous organization under the Ministry of Science and Technology mandated to advice the government on science, technology and innovation policy issues, has launched the First Industrial National Innovation Survey (FINIS) in the country.

NATIONAL STI STRATEGY AND ACTION PLAN

Pakistan Council for Science and Technology (PCST) under the direction of the Ministry of Science and Technology (MoST), prepared "Science, Technology and Innovation Strategy 2014-18". In order to harmonize the strategy with the Government’s Vision 2025, MoST has undertaken a comprehensive review of the Strategy and prepared a draft National Science, Technology and Innovation (STI) Strategy and Action Plan in consultation with the implementing agencies identified for different actions. The main features of the revised STI Strategy and Action Plan include clearly defined timelines, estimation of costs, identification of implementing agencies, milestones, deliverables and key outcomes of the proposed actions.

To conclude the process of consultation, a Stakeholder’s Consultative Workshop on “Science, Technology & Innovation Strategy and Action Plan” was held on 20th October 2016 in Islamabad, to ensure participation at the wider level. Rana Tanveer Hussain, Federal Minister for S&T, graced the ceremony as the Chief Guest of the inaugural session, while Fazal Abbas Maken, Federal Secretary for S&T chaired the technical session. The ceremony was attended by a number of dignitaries including provincial chief secretaries, federal secretaries or their representatives, head of major S&T / R&D organizations & higher education institutions, eminent scientists, representatives of private sector/industry, civil society and other stakeholders. The Federal Secretary for S&T in his welcome remarks highlighted the importance of the revision in STI Strategy. He said that although STI can play an important role to realize almost all the goals of the Pakistan Vision 2025; however, some of the goals particularly in the fields of ‘energy’, ‘food security’, ‘water’ and ‘sanitation’ as well as in the areas of ‘higher education’, ‘knowledge economy’, ‘effective delivery of services to citizens’ and ‘increased exports’ are impossible to achieve without direct interventions of S&T. The federal secretary said that after unveiling of the Vision 2025, MoST considered it expedient to devise a strategy in order to achieve well-defined goals, consistent with Vision 2025.The secretary hoped that National STI Strategy and Action Plan after finalization would prove a step towards in the right direction in harmonizing S&T with the social and economic development agenda of the nation set by the Government.

Prof. Dr. Anwar H. Gilani, Chairman, Pakistan Council for Science and Technology briefed the participants with the whole revision process and touched upon the key features of National STI Strategy and Action Plan.

Rana Tanveer Hussain, Federal Minister for S&T in his address said that the present government attaches great importance to Science, Technology and knowledge for the achievement of our innovation-based economic agenda. The Minister briefly highlighted the key challenges faced by S&T sector in the country and government’s initiative in its redressal. The Minister applauded the efforts of the Federal Secretary for his personal interest in the preparation of this document and his guidance and inputs at each step. He also appreciated Prof. Dr. Anwar Gilani and his team for the hard work they have put-in in organizing the workshop and providing a platform to different stakeholder’s to be part of this wider consultative process and arrive at a consensus document that give practical strategies for the implementation of the STI policy through short, medium and long term programs and activities.

With the conclusion of the consultative process of the National STI Strategy and Action Plan, the agenda for the forthcoming meeting of the National Commission for Science and Technology (NCST) to be chaired by the Prime Minister is complete and the meeting of NCST is likely to be held soon.
